[nsp] VLAN settings on 2950s/2610s

This feature was added to later versions of  IOS, so you can do VLAN tagging
on 10meg ports.

> 2610 routers have one Ethernet and zero Fast Ethernet interfaces.  Last I
checked (which admittedly was a long time ago), Fast Ethernet was required
for VLANs.
