You have to watch the memory on the OSM modules as well. The default
route memory on the OSM modules is 64MB which isn't enough if the 7600 is 
taking a full BGP feed. While the CEF table for a full BGP feed is smaller 
than 64MB, the OSM module needs some memory for IOS and packet buffers. 

You can check the memory on a 7600 OSM module with:
show diagbus <slot>
