[nsp] Missing QoS commands on 72xx?

I too had to upgrade to 12.2S to get priority Q's.  MPLSVPN is working 
fine...haven't tried messing with MPLS QoS...though I have done QoS on 
interfaces inside MPLS VPN VRFs...but I don't think that counts.
