[nsp] Why do I see lost packets when I apply GTS

Hi,

I am attempting to verify a configuration whereby I use IPERF to send a 1.5m
UDP traffic stream 
across a 4500 router with 2 FE ports.  Without traffic shaping obviously
there is no traffic loss
whatever the packet size, when I apply traffic shaping I get packet
loss??????

Traffic shaping applied

	traffic-shape rate 2000000 20000 0
