[nsp] Newbie Question: Wic-2t on 3640 running IOS 12.3

Stupid question - you shut down the router before inserting the module
and WICs, correct?  3640 doesn't support OIR.

I have a Cisco 3640 which i just bought from ebay. The router has 12.3
IOS loaded on it. 
I bought a WIC-2T from another person. Now the Wic-2T doesnt seem to be
getting detected by the Router. Show diag gives the following:

        NM-2FE2W Port adapter, 2 ports (Could someone explain this and
the next line pls. Is the Module itself at fault?)
        Port adapter is disabled
        Port adapter insertion time unknown
        EEPROM contents at hardware discovery:

What might be the problem? I tried removing and reinserting the card, to
no avail. Is the card bad? Could I have the wrong IOS? Will it work with
12.2? I have 12.3 now, currently. The wic-2t compatability listing does
not explicitly list 12.3, thats why Im asking. 
 
Just want to make sure that it isnt something other than just the card
being a dud. 
Show interface displays the fastethernet0/0 and 0/1 interfaces but not
the serials. Thanks in advance.
