[nsp] hspr prob - can't ping active address

I tried to open a bug against this with Cisco and was informed that I
couldn't becuase of uRPF being enabled on our interfaces and that I should
just cope.
Of course, even with the "allow-self-ping" flag on, it didn't matter.
We've sucked it up as "yet another cisco thing that doesn't work like it's
supposed to" (TACTTDWLIS). *shrug*
