[nsp] hspr prob - can't ping active address

I have two routers doing HSPR between the two. Hosts that use routerB as
default gateway can't ping the virtual IP if it's on routerA. routerB can't
ping it either, however, the physical interface is reachable. Is this
expected behavior?

When HSRP flipped over to the other router, the monitoring station (hanging
off routerB) showed red. Doesn't appear to have affected connectivity
though.

routerA:
--------

interface Vlan3
 description colo-loadbalance
 ip address 216.23.173.252 255.255.255.240
 no ip redirects
 standby ip 216.23.173.254
 standby timers 2 6
 standby priority 110
 standby preempt delay minimum 45

# sh stand vlan 3
Vlan3 - Group 0
Local state is Active, priority 110, may preempt
Preemption delayed for at least 45 secs
Hellotime 2 sec, holdtime 6 sec
  Next hello sent in 1.252
Virtual IP address is 216.23.173.254 configured
  Active router is local
Standby router is 216.23.173.253 expires in 5.092
  Virtual mac address is 0000.0c07.ac00
2 state changes, last state change 1d22h
IP redundancy name is "hsrp-Vl3-0" (default)

routerB:
-----------
interface Vlan3
 description colo-loadbalance
 ip address 216.23.173.253 255.255.255.240
 no ip redirects
 standby ip 216.23.173.254
 standby timers 2 6
end

# sh stand vlan 3
Vlan3 - Group 0
Local state is Standby, priority 100
Hellotime 2 sec, holdtime 6 sec
  Next hello sent in 1.812
Virtual IP address is 216.23.173.254 configured
Active router is 216.23.173.252, priority 110 expires in 4.076
  Standby router is local
4 state changes, last state change 1d22h
IP redundancy name is "hsrp-Vl3-0" (default)
