[nsp] Bandwidth Limit

Don't think that 32K exists, or maybe it's NVRAM?
I have had very bad results using CAR; it really kills the TCP sessions
(TCP seems to feel very unconfortable with packet drops), but maybe it
was me.
Traffic-shaping is better, but I'm not sure you can use it in
combination with ACLs?
