There is no controller t3 1/0 in the config (like channelized t1 cards
have that).
There is just interface serial 2/0 and 2/1 (two port card). I can set
cable length short, I can set clock source internal, I can set bandwidth
and dsu bandwidth. However, there is nothing that says that it is going
to be the master.
That side is in a co-lo, so it is less than 100 feet (about 50). I'll
ask 'em about an attenuator.

Not sure I understand your question.
Under controller T3 1/0 or whatever you'd do clock source internal Or
lbo long/short. Note if this is a PtP T3 that's between two local
routers or the POP is exceptionally close (less than 100 feet) to the
router, some versions of the PA-T3+ have issues with the line level
(they're too sensitive) and you need an attenuator on the RX lead.

Did that... But where do you set level? I have that set and the dsu
bandwidth as well. Still got issues though. :)

Go for "clock source internal", instead of clock rate.
(under the controller config for the modle)

According to the docs I can use the clock rate command to supply clock
to the other end of the link. However, the router won't let me... Is
there another command I'm unaware of in order to do this!?!?! I appear
to be getting slippage on the DS3 line as if both sides are using
different clocks.
