[nsp] Transport E1/T1 signal transparently over IP

We've seen issues with T-CCS and non-voice traffic as far as delays because
each timeslot is handled separately and it causes things to get a little
ugly.

Also, look at T-CCS (which works well) and Q.SIG if it is an inter-pbx link.
