FWIW, when the route towards your syslog server is down somewhere in the
network or doesn't exist, syslog is not enough -- the log events will
never get to the syslog server, but are stored in the local log.  This may
happen e.g. at reboots, or when links flap.  Whether "almost all messages"
is a tradeoff.
