[nsp] Hardware WCCP on 6500

[Clinton Work]

Some web-cache vendors like Netapp don't support WCCP hash mask which
affects the MSFC2/RSP720 WCCP forwarding performance. The feature support of
another vendor is not a Cisco problem.
