[nsp] "DENIED due to: non-connected NEXTHOP"

Hello,
I am seeing the following messages on an access router in regards to a
BGP advertisement:
Sep 30 08:38:33.203: BGP: xxx.x.xxx.141 Advertised Nexthop
xxx.x.xxx.137: Non-local or Nexthop and peer Not on same interface
Sep 30 08:38:33.203: BGP(0): xxx.x.xxx.141 rcv UPDATE w/ attr: nexthop
xxx.x.xxx.137, origin i, metric 0, originator 0.0.0.0, path 23903,
community no-export, extended community
Sep 30 08:38:33.203: BGP(0): xxx.x.xxx.141 rcv UPDATE about
210.11.213.254/32 -- DENIED due to: non-connected NEXTHOP;
The particular customer has 2 dot1q vlan interfaces on this router. They
have a peering session on one interface (xxx.x.xxx.141).
There is no unicast RPF configured on the router. I do not understand
why this particular router would have any issues with accepting this
nexthop considering xxx.x.xxx.136/30 is on the same router as
xxx.x.xxx.140/30.
