You'll need IPSEC + 3DES.  I'd reccommend something like the ENTERPRISE IPSEC 3DES
feature set, which, in the latest version, requires only 128 MB DRAM and 48 MB flash.

Note, you'll have to digitally "sign" a special agreement in which you promise not
to export the software to "banned" countries before you can download software images
containing crypto software.
