Do you mean 40,000,000 bits per second (40Mbps), or do you mean
40,000,000,000 bits per second (40Gbps)?  40Mbps is VERY low traffic
levels for the sup720/WS-X6748-GE-TX.  You could easily do that on
sup1a-MSFC with WS-X6348-RJ-45 or similar.

Look for input & output drops or discards on all interfaces, using
'show int'.  Research performance tuning on the sup720, there may
be some MLS-type settings you may need to tweak.
