SNMP would probably be the best way to do it.  If I'm reading your message
correctly, you would need to poll each of your VBR VCs/subifs, sum up the
bandwidth total and compare it either to your total ATM pipe bandwidth, or
the same results for your UBR VCs.  I'm not aware of anything in recent
spins of IOS that do this number-crunching automatically for you.
