Are you trying to police ingress or egress traffic ?

The Sup1/2 + MSFC1/2 will only do ingress policing.
The Sup720 will perform both ingress and egress policing.

This is a 6500 running 7.6(1) on a Sup1 and MSFC.

I have the following 20Mbps "cap" set -

set qos policer aggregate twentymeglimit rate 20480 burst 256 drop set
qos acl ip quick dscp 0 aggregate twentymeglimit ip any any set qos acl
map quick 9/9

Is this syntax even right?

cricket still shows spikes well above 20Mbps so I'm not clear if the
syntax
is right or if the ACL is after the interface counters increment.
