[c-nsp] 12.3.12 IOS / DHCP Server

I'm back to running 12.3.9 release and am seeing this in my debug
(public IP's hidden to protect the innocent):

Is this normal?  The top portion looks like someone has successfully
renewed their IP etc.  But the button portion appears that requests have
come in but are being ignored (there is no response messages that appear
as above)...

Still awaiting feedback from our helpdesk on these customers to see if
they are all back up and running now... Hoping so, I'm going on holidays
soon ;)

The config is pretty stock (router is 1.2.3.5:

ip dhcp pool wireless
   import all
   network 1.2.3.0 255.255.255.0
   default-router 1.2.3.5
   dns-server 216.168.96.10 216.168.96.13
   domain-name nexicom.net

Also, is there a way (different topic I realize) to only permit traffic
through an interface from those clients who have obtained an IP via
DHCP?  What I want to stop is some customer putting their own static
in....
