[nsp] VLAN Traffic shaping not working on 6500

Cisco has a good document explaining the difference between traffic shaping
and policing. Pretty much all Cisco routers support traffic policing, but
traffic shaping is mainly implemented in software by Cisco IOS right now.
The Cisco 3550s only support traffic policing.
