Assuming this works like the newer MC-T3 cards, you want M23, which is
likely the default.

You have to create them.
controller T3 0/0/0
t1 1 channel-group 0 timeslots 1-24
t1 2 channel-group 0 timeslots 1-24
...
t1 28 channel-group 0 timeslots 1-24
Once you've done that, serial0/0/0/1:0 ... serial0/0/0/28:0 should exist.
