The 36xx is a bit icky about TFTP booting, as the boot ROM has *no*
hardware module support whatsoever (as far as I understand).
My experience is that you need to have some IOS in the internal flash:
which understands your hardware. The boot ROM will then load the
IOS from flash:, and use that to tftp in the "target" image.

Using the image on slot0: to bootstrap TFTP does not seem to work
(but maybe that can be influenced by setting BOOTLDR in boot rom,
though I'm not sure what it must contain).
