Here is one 3640 which just does it. It boots up image from flash and 
after that loads new IOS using TFTP

I put two TFTP servers not because to get backup but it takes so long for 
router and switch to set ethernet up that first one gets timeout every 
time. So, actually there is no TFTP server on 10.0.0.2, it just reserves 
some time to get everything up :-)
