The command was introduced in CSCdw49187. It was created to deal with a
race condition between the "real" interface state and the interface state
as viewed by the routing protocols that resulted in connected interface
routes never being installed for EIGRP. As noted in the release note
enclosure, the use of the "event-buffer" command was introduced as a
temporary workaround and the permanent solution was introduced in CSCdz41087.
