[nsp] STM-1 VC-3 interface?

Hi all,
We have a carrier who wants to offer us a POS solution that will start
at VC-3 STM-1 (45Mb) initially, then increase to full VC-4 STM-1 once
we've filled the VC-3.
I've queried our local Cisco bunch and they've reported back that there
is no Cisco router interface that can do VC-3.

Does anyone know if there are other cost effective options?  Anyone know
of a small\cheap\reliable MUX that can turn VC-3 STM-1 into DS-3?
