[c-nsp] [nsp] Strange multilink ppp issue with T1s

I'm using a 3725 with 2 t1s in multilink configuration. Occasionally it
will start dropping packets, as seen by the multilink interface, both
t1s show clean, multilink 1 shows output drops increasing. Reload the
router and works again for a period of time.
