[c-nsp] [nsp] Strange multilink ppp issue with T1s

Surely sounds like a bug.

You could try a couple things to narrow it down.

a) disable fragmentation
b) setup an ACL to match on packets to and from router A and B
   'debug ip packet <acl> to determine for sure if we are
   dropping all the packets outbound
  /*Would help to do this test with traffic no routed over the
    bundle*/
  'clear counters' before and get:
  sh int for the bundle before and after.

Under this test if you send 10 does it show as 10 output drops?

c) If you narrow it down to being the drops are output on the
   bundle try shutting down one member of the bundle at the
   time and see if the pings start back.

I did a quick glance through the MLPPP bugs fixed since
12.2(8)T and there were a few pretty close I couldn't say
I saw one that was a slam dunk.
