This is interesting. We have exactly the same issue here on one of our
ATM interfaces (in this case a E3 (PA-A3-E3)):

ATM4/0/0 is up, line protocol is up 
  Hardware is cyBus ENHANCED ATM PA
  MTU 4470 bytes, sub MTU 4470, BW 33920 Kbit, DLY 200 usec, rely 255/255, load 4/255
  Encapsulation ATM, loopback not set
  Encapsulation(s): AAL5, PVC mode
  4095 maximum active VCs, 129 current VCCs
  VC idle disconnect time: 300 seconds
  0 carrier transitions
  Last input 00:00:00, output 00:00:00, output hang never
  Last clearing of "show interface" counters 02:31:47
  Input queue: 0/75/0/14 (size/max/drops/flushes); Total output drops: 160
  Queueing strategy: fifo
  5 minute input rate 673000 bits/sec, 249 packets/sec
  5 minute output rate 574000 bits/sec, 259 packets/sec
     2293083 packets input, 822428045 bytes, 0 no buffer
     Received 0 broadcasts, 0 runts, 0 giants, 0 throttles
     0 input errors, 0 CRC, 0 frame, 0 overrun, 0 ignored, 0 abort

     66 output errors, 0 collisions, 0 interface resets
     0 output buffer failures, 0 output buffers swapped out

output errors go up slightly for a while, but then suddenly, they
start going up faster and we see that packets from one PVC to another over
the same physical interface are not switched correctly (heavy packet loss).

What IOS are you running?

As for Niels' suggestion: sh contr atm4/0/0 doesn't show up anything useful
here.
