[nsp] Counters on VLAN interfaces

Counters for vlan interfaces on the Cisco 3550-EMI are not reliable.  However,
counters for subinterfaces on the 7206VXR seem to be reliable, at least on
ATM interfaces.  Don't know about ethernet/fastethernet/gigabitethernet subinterfaces,
as I haven't used those on the 7206VXR.
