It can do BGP, but obviously not with a full Internet routing table.
Given that the 2948G-L3 is probably less expensive on Ebay than for
instance the 3550, I'd say that your description is correct.

Note that buying a *new* (full price) 2948G-L3 today would probably
not be a good idea.
