[nsp] no BGP support for 1721 in 12.3?

Harold and all,

thanks for the feedback, upgrading to another image has solved the issue
but doesn't explain why the "Software Advisor"  is not in sync with the
"Feature Navigtor", those 2 tools don't report the same output (SA
reports BGP is supported in all images in 12.3 on the 1700 series).
