[nsp] no BGP support for 1721 in 12.3?

That's because the tools serve two different purposes.  The FN tells you
what feature set you need for a feature and the SA tells you what revision
you need.  Technically they are both right.  BGP is supported in all 12.3
images, but you need the Plus feature set to get it.
