[nsp] SUP720's with engineering code on them?

Has anyone ever received a Sup720 with engineering code on it? I'm
getting some funky issues trying to get these things going - they boot
up into what looks to be the diagnostic (ie, whatever a hardware
engineer would use to diagnose these things) OS that's nothing like IOS
or Rommon... I've managed to break out of it into Rommon, however I'm
not looking forward to the prospect of having to Xmodem up new images to
the MSFC's on these things (seeing as that the RP rommon doesn't appear
to be able to read from the CF slots... - if I'm wrong, please enlighten
me...). I'm able to get the SP back up and working by booting it off of
CF and formatting the bootflash on that side...
