[nsp] Cheapest Netflow-enabled border router?

I've seen issues with the 3GE netflow when using 802.1q subinterfaces. The
export netflow
records report a random input sub-interface rather than the correct one. The
problem may be
fixed in IOS versions after 12.0(23)S.
