This is very common among telcos that prefer to present V.35 or X.21 to
the customer rather than G.703. Typically they are using equipment like
e.g. the venerable Tellabs MartisDXX or similar, and these devices use a
management-channel (like the DCC in SDH) that piggybacks its bits on the
channel used for framing. So while these devices can usually be set to
unframed mode, you then loose your management channel and loose the
ability to see modem diagnostics, configure loops on the customer
premise box, etc.
