[nsp] BGP state of NoNeg

what does "show ip bgp neigh 192.233.1.6" say about the advertised &
rcvd capabilities? You didn't post this... NoNeg points into this
direction, it is seen, for example, when a neighbor didn't configure
vpnv4 AFI.
