[nsp] Rate - limiting

We are looking at rate limiting customers to 20mb on a 100mb Ethernet
link.  I'm just looking for a device that will do that.

What devices are other ISPs using for rate limiting on FastEthernet
ports?
>From other threats I have gathered that cisco only works on ingress.
Does
any of the cisco gear work for both ingress and egress?
