[nsp] Catalyst6509 GE interface hang without any indication

Try to setup fixed settings on GE interface: duplex full, and no
negotiation. Cisco and other boxes tend to not like some kind of
autonegotiation. But in this case the interface goes down... If you fix
the some config settings on the both side, that might resolve your
problem.
