[nsp] NPE-225 boot code not loading on 7206 NON-VXR

What version boot code are you using?
We don't have any NPE-225s in our network, but I did notice during a recent
slew of upgrades that nothing past 12.0(24)S5 would work as boot code for
our NPE-300s. Attempting to use 12.0(25)S1 would dump the boxes to rommon.
