[c-nsp] l2tpv3 on the 2800?

Feature Navigator does list support for L2TPv3 on the 28xx routers
(make sure you select 12.3T as the version). So I believe it will
work. However, we are doing additional testing and "official" support
will arrive in the next release of 12.3T.
