[c-nsp] l2tpv3 on the 2800?

Anyone have any idea if l2tpv3 is supported on the 2800?  I see it
supported on the 2600 in 12.3T and I'm assuming that means it will be in
the 2800, but it's not really a safe assumption.  The 2800 is not listed
in Feature Navigator..
