[c-nsp] Weird telnet problem on 7204VXR

All of a sudden we are unable to telnet to our 7204VXR -- when we 
attempt to connect, it does the following:

Trying x.x.x.x...
Connected to x.x.x.x.
Escape character is '^]'.

User Access Verification

Username:
Username:
Username: Connection closed by foreign host.

It never allows us to enter a username, it just prints the three 
Username prompts and then disconnects.  We are running:

IOS (tm) 7200 Software (C7200-IS-M), Version 12.2(16)B2, EARLY 
DEPLOYMENT RELEASE SOFTWARE (fc2)

We can console in and everything seems to be fine.

Anyone seen this or have any suggestions?
