[c-nsp] Weird telnet problem on 7204VXR

That's a bug as well. One that we've fixed a few times, but always
seems to come back and haunt us. I think the latest instance of the
fix was CSCdz36877. Check bug navigator to see if your version is
affected. Once you "enable", echo should be properly working.
