[c-nsp] eigrp split horizon with SRP (multicast broke on 7200)

Sorry I should have replied to the list earlier.  Didn't have all the
info I should have on the original email.

Basically our 7200s have some (hw-ish?) bug that kills local multicast
traffic.  So we have static neighbor statements...which is what causes
the problem.

Unfortunately I cannot find the bug(no topic :( )  Does anyone have the
ddts number handy for that by any chance?  It's been a year since anyone
here has looked into it and I'd like to get the stuff setup
right...hoping there might be a fix for it now.
