[c-nsp] Trying to set vtp v2 mode fails

I'm just getting started with VLANs on a Catalyst 3500XL and a pair of 
2900s.  When trying to set v2 mode, I get:

cat35(vlan)#vtp v2
V2 mode enabled.
cat35(vlan)#apply
VLAN 1003 parent VLAN missing
APPLY failed.

Any ideas?
