[c-nsp] GSR line card memory and BGP?

[Clinton Work]

256MB on the RP is more than enough for two full BGP feeds. The
linecards need enough memory to run IOS plus hold the CEF forwarding
table. I haven't had CEF run out of memory on linecards with 128MB yet.
