[c-nsp] NTP Server

Most ntp servers and some clients permit you to monitor several servers. 
The ntp clients then will analyze the status of each server, and 
synchronize to the most accurate reliable server. So if the Cisco is not 
available, or is unreliable, it will not be used unless all more reliable 
ones are unavailable.
