    Out of curiosity, does the router have I/O module? If it does, then 
console and aux ports on NPE-G1 are not used. Instead, use console port on 
I/O module.

    Also, from my experience, *sometimes* you need to physically disconnect 
all fiber cables connected to NPE-G1 to have it boot (I never had enough 
time to figure out why).
