If you have any PA's installed, pull them and then boot again.
I've had this symptom on NPE-400 with a bad PA. If this doesn't
help or isn't relevant, you're probably heading for an RMA.

Subject: [c-nsp] faulty NPE-G1
Howdy'
I have a brand new Cisco 7206VXR with NPE-G1. I suspect to NPE-G1
to have
gone kaputt. It has been working ok in the test lab but now it doesnt
boot.
when powered on, the LEDs for power and Gi0/1-3 come on that is it ,
doesnt
go through the usual boot up sequence .
Also there is nothing being output on the console nor the Aux port,
Could it be dead or there is something else I need to check?
regards
./bosire
