[c-nsp] distributed cef on a redundant rsp

Since we are on the topic of 7500 and cef, maybe someone can answer me on
this question
Running a show cef linecard on a 7507 with dual rsp4s I get the output
below.
The question is why does the redundant RSP show up, but not the active  ?
and why do I see it as disabled as a linecard
but active and table up in a VRF ?
