Is the root CA that signed the certificate used by the RADIUS server
known to the Windows client? This CA cert needs to be preloaded there.
OS X is much more user-friendly (again).
The "EAP-TLS.pdf" on the FreeRADIUS homepage, docs section may bring you
some enlightenment.
